Pregnant, limited vax available in Senegal- need waiver? (split)

Timeline

What if you were pregnant, you were given a visa without having the vaccination. The surgeon put a waiver during her medical appointment. And where the country (Senegal)  have a very limit Covid vaccine. Do you stil need the vaccine paperwork to travel to USA? Or should I ask the embassy to provide me the waiver? I am having a flight very soon. My wife has immigrant visa ir1.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

For immigrants, the only thing you need is a COVID test 24 hrs before flight to the US. Immigrants are excluded from the Presidential Proclamation: 

Immigrants and Other Non-affected Persons

The Presidential Proclamation and CDC’s Order do not apply to immigrants (including Special Immigrant Visa holders). An immigrant is any non-U.S. citizen who has a visa listed in “Immigrant Visa Categories” on the U.S. Department of State’s webpage Directory of Visa Categoriesexternal icon; it does not include K nonimmigrant visa holders, who are Covered Individuals (see below).
