I am a conditional greencard holder and I found a better opportunity but I already completed I9 and all the tax withholding paperwork for another job which im supposed to start in 10 days. Can I quit it and not decide to start work? Will it cause any  uscis  related problems?

If your gc is through marriage there is definitely no requirement for you start  working.

No.

America has freedom.  Work in 49 of 50 states is “at will”.

However if you were paid a sign on bonus and the terms of the bonus and/or you signed a non compete agreement then depending on the state you have issues.

But no USCIS issues.

No. Pears and apples.

if your green card is through marriage, you are not forced to work anywhere even if you have completed the I-9
