I came on IR1 in Jan 2020. USCIS sent my 10 years greencard to wrong address. I've filled I-90 in oct 2020 on the basis of card never received with $0 fee. Six months passed and i've not received any biometric appoinment letter during those 6 months.  In April 2021, I went to infopass to get my I551 stamped. The officer told me to refile I-90 with full fee since that card was considered lost and thats the reason there was no action on my first I-90. So i re-filled another I-90 with full fee in April 2021 and within a month, i got biometric appointment for both cases. Now since Jun 2021, both of my I-90 cases are in "case is being actively reviewed by uscis" state.

Need some advise whether I should withdraw the first application (the one with $0 fee) or leave both and wait for the decision.

No loss in letting them run at the same time. So, let it be.

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.
