I am a u.s citizen my spouse is not.  Last year I received the third stimulus only due to her not having a ssc# yet.   She received her ssc# this summer late 2021 after the third stimulus ,   Does she qualify for a recovery rebate credit for third stimulus since she had her ssc# in 2021 but after the initial payment.  Thanks.

She has to file 2021 taxes and claim the money, so as long as the income was under the threshold, she will receive it.

It’s on the 2021 tax return. If you file a joint return, it sorts out what the joint filers qualify for (total for both) for stimulus #3. Then takes off what you already received, leaving her part as a credit on the tax return. If you were getting a refund, the stimulus #3 will make a $1400 bigger refund.
