The NVC has given me a case number, but they won't send my case to Bogota because the embassy isn't accepting new cases. I've tried reaching out to the embassy which can only be done by email. They've responded twice and both times they ignored my questions about when they would be accepting new cases, and they said they can't process my case until they receive it from the NVC. It seems like they are trying to pretend that this is a NVC problem even though it is clearly an embassy problem.

 

Has anyone heard of this before?

You have only received your NOA2 last month. Way too soon to be expecting your case to be forwarded to the consulate. Right now Bogota seems to be processing cases with NOA2 of March 2021. You probably have 6-7 month wait ahead:

you will need patience

no case goes to the embassy until the embassy is ready for new packets

there are many ahead of you

the embassy states on the webpage ,  they are still working on the cases that were cancelled in 2020 due to pandemic

Among immigrant visa applications, we will prioritize emergency cases and then Immediate Relative family members of U.S. citizens (IR-1, IR-2, CR-1, CR-2, IR-5) including intercountry adoptions (IH-3, IR-3), fiancé(e)s of U.S. citizens (K-1, K-2), and certain Special Immigrant Visa applications according to the Department of State’s priority order

 

Is the USC preparing by getting the IRS 2020 transcripts (and will file 2021 ASAP as you will probably interview after the 15th of April 2022)/   don't wait till last minute to get these ready

Yes, here in Peru (though IR-1 visa for us) it sounds pretty much the same...ask Lima Embassy and they'll say they haven't received the case, ask NVC and they'll say Lima hasn't requested the case yet. Yes, it is clearly the embassies that are at fault in being behind...you just have to wait it out.
