Yes, you just need proof of a neg test taken within the last 72 hours before crossing. And a quarantine plan.

As a Canadian, yes you may without being vaccinated. You just have to quarantine. Your non-Canadian partner is also unvaccinated can also cross because of being married to you. You have to show your marriage certificate and yes, they too will have to quarantine. There are additional testing that needs to be done as well, besides the standard pre-arrival test.

Not to cross the land border (in your own car).

As reported in NY Times

Travelers must present Canadian border officials with proof of vaccination. Canada will accept only the Covid vaccines it has approved for its population: those made by Pfizer and BioNTech, Moderna, AstraZeneca or the Serum Institute of India, and Janssen, the brand used by Johnson & Johnson in Canada.

To clarify: the vaccine requirement applies to non Canadians and people who couldn’t get in before, due to the closure. Now, those people (Americans) can get in if vaccinated.

Anyone who could get in during the closure, such as Canadians and their spouses, do not need to be vaccinated to get in through the land border.
