Visa numbers are always available to spouses and minor children of US citizens so no such bulletin.

It's not quite as helpful or clear cut as the bulletins, but you can check current appointment wait times per city here: https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/wait-times.html
