So if they pick up the speed of processing visas down the road and we already have booked appointment after 350 days, in that case could we be able to change appointment date? I am asking because I am planning if we should wait till normal services open back up or should we go ahead and apply now ?

  Because we r trying to travel as soon as possible,  with reason for travel not listed under emergency.

You should be able to change the appointment date if one opens up sooner, as far as I know. You'd need to keep an eye on the appointment schedule.
