The United States is now a country obsessed with the worship of its own ignorance.  Americans are proud of not knowing things.  They have reached a point where ignorance, is an actual virtue.  To reject the advice of experts is to assert autonomy, a way for Americans to insulate their increasingly fragile egos from ever being told they're wrong about anything.  It is a new Declaration of Independence: no longer do we hold these truths to be self-evident, we hold all truths to be self-evident, even the ones that arent true.  All things are knowable and every opinion on any subject is as good as any other.  The fundamental knowledge of the average American is now so low that it has crashed through the floor of "uninformed", passed "misinformed", on the way down, and now plummeting to "aggressively wrong."

For what it is worth I think it would be to your benefit to get as close to the Embassy as possible while you can still travel.  We talk to family in the Philippines every day  and it does not look promising due to the Delta strain of Covid.  For what it is worth the word on the street is pending lockdown the first week of August.   Eighteen months of this mess and counting.   Sincere Best Wishes.

Best wishes as well. Don't know all your details since there is a child involved, but my plan would be to get into Manila before the lockdown and be prepared to go straight to US if at all possible. It may be easier get to the US instead of going back to Cebu.

That could be a very true statement, it maybe much easier to get to USA vs back to Cebu.

 

Have next of kin ship anything needed by Fed Ex or Balikbayan Box just depending on how important or how needed it is.

Which was quite stupid.  The airport was packed with people spreading it among themselves and then dispersing to all corners of the country.  Lunacy.
