HI.

 

I am DV-2022 winner. Me and husband are presently living in Morocco and India respectively and due to Covid-19 situation it is not possible for him to visit Morocco and vice versa.

In this situation, Is it possible that I (principal applicant) can select US Consulate (Morocco) and my husband (Indian nationality) will choose US Consulate Mumbai (India) on our individual DS-260 form?

Not actually sure. Note that the principal  case will have to be interviewed and approved before the derivative can interview if doing them separately. I doubt KCC would arrange a separate derivative interview, you’d probably have to engage with the embassies to move the derivative case after principal is approved.  If you have a high case number it’s a risky move for the derivative as you could run out of time. . Anyway it’s still months before you can interview, who knows what the COVID situation would be then.

It's on a lower end. In normal times, you would be interviewed earlier than most, could be November - January. Covid has impacted timelines a lot, so it's difficult to predict these days.

From the 111 page sample i see on USCIS site the person lists current address among other family, education, work experience,  security questions 

and there is no where  the person would choose the embassy for interview

the dv case # will determine how a person has won 

and i can only speculate that the interview would be in country of residency

There is a row to select consulate, iirc it is before you do the main part of the DS , however, in practice your “choice” is ignored and a consulate is allocated based on what is listed as current address. For this case, I believe the entire case including derivatives would be allocated to Casa. Hence my comment that if they want the derivative interviewed in Mumbai they would have to actually arrange for Mumbai to accept it and casa to send the remaining file to them. This is the same process that happens when someone wants to change consulate after their interview has already been scheduled and file allocated to a Consulate - once the initial interview is arranged, KCC no longer has anything to do with the case and then if the applicant wants to change date or change consulates they have to do the work themselves by arranging with the embassy/embassies concerned. But the derivative case would  not be accepted or moved before the principal visa is issued.

I also think willingly moving a case to Mumbai with the massive backlogs there and low priority accorded to DV is a very unwise move, but that’s another story.
