I also called today. Both embassy and NVC. The embassy says that they are doing interviews that were already in line before the pandemic and proclamation. They haven't received any new case from nvc and they've been working only since April 01. The person at nvc says that as soon as the embassy in Jamaica start receiving cases, I'm in line for interview. My case status is still saying At the NVC so I'll just have to wait.

What is the number you use to call the embassy?

So did they answer your question? What did they say?

At that time when I emailed in 2020, they told me I would not hear about an interview date due to COVID for 6 months.

How would you know if your visa is actually refused ? I have a refused status with short words after. Many say that means refused. But when I called Nvc they said  my case is pending and administrative processing right now . I have not received anything in a email from the embassy and this has been going on for 3 weeks. My status stays the same with a new date every Friday.

If a case is at the embassy you can email them, but if it's at NVC they can do nothing. Some ppl have found reasons to expedite their cases and has gotten through.

So your case is still at the nvc? If yes, what did they tell you to do regarding this refused status of your case? They should inform you steps to take in order to get your visa ready for interview and if it's at the embassy what I know is that this normally happens when there are missing information or something after interview but people I know always got information on what to do next.
