I'm a citizen my husband is a permanent resident..can he apply  for his mother to come over or do I? she is from Nigeria. And is it still the I130 form we fill out

Neither. He has to be a citizen himself before he can apply for her.

You can not file for an in-law.  

Your LPR husband can not file for his mother.

 

Your husband has to be a US citizen to file for his mother.  The immigration process starts with the I-130.

US citizens or lawful permanent residents can INVITE a friend or relative who seeks to come to the U.S. as a tourist (on a B-2 visa).

US embassies and consulates do not consider invitations when adjudicating tourist visas.

Even if that was a thing, OP is inquiring about petitioning for an immigrant visa.   A B-2 is not an immigrant visa.
