My fiancée is in Mindanao and I am petitioning her and her two kiddos ages 5 and 7. If we are able to get past NVC sometime, are we going to have issues with the local LGU quarantines and restrictions as far as getting her and the kids to Manila for medical and interviews?

Only asking because I know people under 18 are supposed to be staying at home and they aren't allowed to go inside businesses/restaurants. Not entirely sure what airports are doing. Would they be required to have a swab test for domestic travel or be quarantined in a facility at any time?

Things change daily.  Who knows what will be at the end of this year or even next year

YMMV

We are contemplating joining the lawsuit against the Philippines. So it could be sooner than end of the year/next year.

Whatever.  Things are so fluid right now.  If the LGU has protocols in place at the time you have the interview,  you will need to deal with it .  Maybe you can get special permission.   No harm asking

Where in Mindanao? It is a large island with many LGU's. Most doing their own thing when it comes to access. Suing the Philippines? The country? We will all be dead of natural causes before that is decided.

Finally done...

Lawsuit against the Philippines? I have not heard of this lawsuit at all. Do you have a link for it? FYI, it may get decided in 10 years if it is in Philippine court

It's a mistype. It's a litigation challenging the processing of K1 at the Manila consulate.
