I'm sorry if this has been posted before, but does every applicant that files their I-751 required to conduct a second interview?  How does USCIS decide whether a second interview is required or not? Thank you for your time.

No, a interview is usually not required but it is case specific. Many times if you have had a interview for AOS then you won't have one for ROC

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Earlier, it was not common for interview for ROC if you’ve already had interview for AoS, but now I’ve seen a lot more cases that have interview. I checked 2 thoundsand cases before and after my case number, it shows that more than half are either “ interview scheduled” or  “case is ready to be schedule for interview”. Others are RFE. Only a few got approved. I’m Sep 2018 filer and I just had my interview last week.
