It looks like Nigerian citizens who live in other countries are getting interviews and visa for CR1. Someone I know have an up coming scheduled interview  in another consulate not in Nigeria 1st week of December. I see another  timeline for Nigerian in  Armenia. This is depressing.

Tons of people get their visas in Armenia - it's because they don't select a consulate and Armenia is the default one as it is listed first alphabetically.

 

And a beneficiary can interview anywhere where they can claim residency.  My Filipina wife interviewed in Mexico as we where legal residents there.

 

Visa issuance still is subject to any Visa Bans or Presidential Proclamations.

March 2, 2018  Married In Hong Kong

April 30, 2018  Mary moves from the Philippines to Mexico, Husband has MX Permanent Residency

June 13, 2018 Mary receives Mexican Residency Card

June 15, 2018  I-130 DCF Appointment in Juarez  -  June 18, 2018  Approval E-Mail

August 2, 2018 Case Complete At Consulate

September 25, 2018 Interview in CDJ and Approved!

October 7, 2018 In the USA

October 27, 2018 Green Card received 

October 29, 2018 Applied for Social Security Card - November 5, 2018 Social Security Card received

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

UAE is not Armenia. But many I know went elsewhere and got residency because of the ban to prepare. I know I have been telling my 9ja wives to get their husbands to another country even Ghana. Always got to have that Plan B just in case.

How long does residency have to be established to file in another country?

You would have to be a permanent resident in that country to purposely apply as such and that is dependent on  the country's rules (not US immigration)

Some have asked to interview in another country as the person was working there (legally) but the person is still a native of his/her country

like Morocco is 18 months living there before i could even apply for residency but i could live there with my husband past the normal 90 day tourist visa
