My brother is now eligible to file N 400, and current address in Houston,

and if you see processing time at Houston field office is 12 to 30 months,

where as if you see processing time at San Antonio field office is 8.5 to 12 months!

My question, what should we do that the case would be assign to San Antonio field office as he is living in TX?

What if he manage to go and live sometime in San Antonio (as our sister is living there) and file N400 online?

He will have to live there for 3 months before he can file.

So he's willing to give up his job, his life in Houston to go live in San Antonio, change his address on all his financial and personal accounts, and wait 3 months to maybe get US citizenship a little quicker?

It sounds like he is trying to cheat the system. He resides in Houston as you said and that is where his file will go. He can’t just move in with his sister and file San Antonio if that is not his residence.

Besides why the hurry? He's already a permanent resident. It's not like the government is coming after him if he doesn't get his citizenship in the next X months. Let the system do it's job. No gaming.

one more question,

He had job first 5 months physically out side USA, i mean suppose he got his GC on 01-01-2015, so during 2015 (12 months), he had job outside USA around 5 months, so should he mentioned his employer name and address and tenor in N 400?
