It is possible,  but only for extenuating or exceptional circumstances.  Nobody has reported here about having done it that I have read.  Even the VJ DCF thread has gone very quiet.

I agree it would be for  extenuating / exceptional circumstances only, but one could use medical condition to request one.  Hopefully we will see someone soon who used this.

 

Or maybe someone reading this it will give them a light bulb moment.

Certain medical conditions are potentially eligible.   If you go to the DCF forum, a few pages back, there is a threads about a medical DCF in I think Turkey.   Not a lot of details though.

I-130 petition must be processed by USCIS, there is not an office in the Philippines (or most other countries )

Look at how many DCF's were approved in Manila in the last 3 years...It may be possible but it is also possible that I will walk on the moon someday.

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

 

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

You never look deep enough 

 

USCIS permanently closed its field office in Manila, Philippines, on July 5, 2019.  The office began redirecting Forms I-130, Petition for Alien Relative, to the USCIS Lockbox on May 14, 2019. The U.S. Embassy in Manila will assume responsibility for certain limited services previously provided by USCIS to individuals residing in the Philippines (see table below).

 

If you are a U.S. citizen, the Department of State may accept a petition from you if you are filing for your immediate relative (spouse, unmarried child under the age of 21, or parent (if you are 21 years of age or older) at a U.S. Embassy or Consulate in certain limited circumstances, as described in USCIS Policy Manual, Volume 6, Part B, Chapter 3. Please contact the U.S. Embassy or Consulate having jurisdiction over the area where you live for further information.

We tried going this route as my USC husband almost took a job in the US (he lives and works here currently). Unfortunately, we (actually, I) couldn't even get past the call center who gave me a template response. It's so frustrating!

Here is what you do. You go walk up to the front entrance of the US Embassy. Don't go to the side entrance where they process/line up for immigration visas.

 

You will have some Philippines Security guards more than likely try to tell you "Embassy Closed".  Go to the window and tell them to call a US Person inside the US Embassy.  Been there done that more than once.  Once you get on the phone then explain to them what you want and what you need.  They will then try their best to accommodate your request.

 

I have dealt with them on issues back in 2007 and again a few years ago, supposedly when the USEM was closed for a holiday.   I am a US Citizen, if you are non US citizen then it may not work.

It's my husband who's a US citizen, I'm a Filipino. I doubt though that he would go to the USEM without an appointment. He hates waiting and inconvenience. But thank you. This would be our last resort, I guess. I just hope there is a better, more streamlined way of doing DCF

Mine took several weeks for a reply, but I did eventually get a return email.   This was precovid.
