When uploading documents to the NVC do I need to put in comments there is nothing on the back of these pages ?

I submitted birth certificate and marriage certificate and there is nothing in the back but I after 90 days I get email saying 

"We are unable to accept this document as uploaded without all sides of every page. Please replace document in its entirely."

Then I uploaded the front and back of each document then I got another email  90 days saying all notarial documents must have english transalation and be attached to certificate stating the english transaction is in conformity with the chinese original. 

I never got that message before and the first time I uploaded. Any reason for that? Are these delaying tactics?

I submitted back and front of the notarial certificate, petitioner birth certificate and my marriage certificate including the translation even though the back is blank on all the documents. I also attach the certificate stating the English transaction is in conformity with the Chinese original. Do you still think it is necessary to submit the back of that certificate? 
Also, in the comments section should I note that the back of each document is blank? 

 

The first time I got rejected was because I did not upload all sides of the first two documents and then the second time I got rejected because I did not include the certificate stating the English transaction is in conformity with the Chinese original.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
