Absolutely. He is married no matter where he goes. As far as the U.S. is concerned if it is a legally valid marriage in the Ukraine it is also valid here. The U.S. will recognize the marriage.

I got married with USA citizen in Ukraine one year ago. Is this marriage legal in USA? I mean does USA government consider him like a married person? Thou am still abroad and waiting for my visa interview

We were also married in Ukraine.  Yes, the marriage is legal in USA and yes, the US government considers him a married person.

Absolutely. Married is married regardless of where it happens. That is a reason they have spousal visas. Just because a person is married in another country doesn't mean that once they step foot in another country they become single.

You will be fine. You just have to show the US government your marriage documents from Ukraine.
