USCIS does not issue visas. They only handle 1 part of the process.

According to USCIS -https://egov.uscis.gov/processing-times/

Nebraska: 12 Months to 15.5 Months

Potomac: 7.5 Months to 9.5 Months

Texas: 8.5 Months to 11 Months

Vermont: 13 Months to 16.5 Months

California: Generally don't handle IR cases.

 

Most applications seem to be sent to Nebraska based upon recent historical data.

Nowhere do I see 5 months. Any individual case may take that long, but that is not the norm based on the data. You're lucky if you get Potomac with a 7.5+ month wait. Expect closer to 12 months than 7.5 months.

And as noted, this is only step 1. Add ~3-5+ months for NVC & consulate processing.

Same cost for petitions; it'll be four I-130 petitions regardless:

However, that's not the case....either you or him will petition the children directly. Re-read the bolded statement above. The derivatives would be his children's children (which I'm assuming is nobody here).

Thus, I'd recommend the US citizen to file the petitions.

Agreed. Or both could do so as a backup, but there is little risk (death, divorce, etc.) in this case given the only year or so timeline.
