Has he filed the DS-260?

Have you filed the I-864?

Have you checked CEAC to see if he's documentarily qualified?

According to the OP,  the petition is at NBC not NVC

YMMV

NBC has nothing to do with an approved I-130. After approval, the I-130 is sent to the NVC.

NBC is part of USCIS, which is under DHS.

NVC is part of DOS.

They are different department of government entirely. USCIS handles petitions and applications within the US. NVC, as part of DOS, handles visas. USCIS does not touch visas.

THE EXACT WORDINGS ON THE NOTICE IS THAT:

AS A PART OF THE PROCESSING, WE HAVE TRANSFERED YOUR CASE AND THEY WILL CONTACT YOU ABOUT THE DECISION WHERHER THEY NEED ADDITIONAL DOCUMENTS FROM YOU OR NOT. AND ALSO WE REQUESTED FOR AGED UP NEC HE WAS 20 AND TURNING 21 THE NEXT 10 MONTHS. SO MY LAWYER SAID “AS FAR AS WE KNOW” THE AGED UP WAS APPROVED. SO I DONT KNOW IF THE CASE FALLS ABOVE 21 SON OF CITIZEN OR BELOW 21 SON OF CITIZEN BEC THE AGE UP REQUEST HAS NO WRITTEN APPROVAL AS THE LAWYER SAID.

 THANK YOH SO MUCH

Your I-130 is not approved yet, so it is still with USCIS (at NBC now). It's just a waiting game at this point.

CSPA should preserve their eligibility category so they won't age out.

OH THANK YOU SO MUCH. ANOTHER THING IS THAT, WE REQUEST FOR AN AGE OUT BEC HE WAS JANUARY AND WE FILED HIS I-130 MARCH OR 2018 AND HIS DAD WAS STILL LPR BY THAT TIME. BUT COMES JULY OF 2018, WE UPGRADED HIS DAD’S STATUS TO CITIZEN SO HE BECAME A US CITIZEN’S SON. THE QUESTION IS, OUR LAWYER  SAID HE REQUESTED  THE AGE OUT BUT HE SAID THAT THERE DONT GIVE CONFIRMATION. MY QUESTION IS HE IS UNDER 21 NAD BECAME US COTIZEN’S SON WILL HE FALL UNDER THE SHORTER TIMELINE? OR I NEED TO WAIT FOR 15 YEARS TO BE APPROVED IF THE AGEPUT IS NOT APPROVE? BEC THERE IS NO CONFIRMATION? THANK YOU SO MUCH YOUR REPLY IS VERY VERY HELPFUL AND IMPORTANT

USCIS doesn't really care about their age at this point. They will just adjudicate the petition itself.

Once the I-130 is approved and sent to NVC, then NVC will evaluate what visa category they fall into. Since the child was under 21 when the petitioner became a US citizen, their age is automatically frozen. So long as they seek to acquire the visa (basically once they start the actual visa process) within 1 year from when the I-130 is approved, CSPA will protect them.

I filed for my son feb 2018 and he is here already for more than 6 months and your case is outside of normal processing time in feb 2019 I was already at NVC so you need to call them and find out what’s going on
