I-751 Petition to Remoce the Conditions of Residence

Ok so today i received back my packet and Rejection notice on I-797C Saying that payment is incorrect or has not been provided and also sating that We are returning your I-751 joint petition and any relating fees as your I-751 joint petition was receiver prior to the 90 days period immediately precedding rhe expiration date of your I-551 card. Now i believe i filed to early bur I dont understans why the fees?! Isn't it just $595 even if its joint meaning me and my wife and it says no biometric fees needed if married. And also got a stamp on the cheque i sent Saying "U.S Department of Homeland Security Citizenahip and Immigration Services" while it said to specifically send to "U.S. Department of Homeland Security" I'm confused.

What do you mean by joint?  

Also, a biometrics fee is required for each conditional resident.

$595. All Form I-751 petitions also require an $85 biometric service fee for each person applying to remove conditions on their residence on the same form.

 

You need to pay the biometric fees. Your wife does not. And yes the 90 day early filing window is non-negotiable.
