Question about Public Charge and postmarked dates (Split)

Please excuse me for jumping in. 
Since I'm is considering to file for CR-1, may I have correct understanding of the "postmarked" date related to the final public charge rules, please.
Which state of application would fall into "pending" status and will not be subject to the final rule?

Filed: AOS (apr) Country: Uganda
Timeline

The state department has already been doing this since 2018 so any application that requires consular processing likely to subject to the new rules already.
