When I submit the I 129f I need to submit a passport photo for each of hers. The passport photos from the Philippines has a ligh blue background, is this acceptable?

It says white or off-white.  Lt. Blue may be ok, but why risk it?

Passport Photos

 

You must provide one photo with your passport application.

All our photo policies apply to both adults and children under age 16. We have a few exceptions to our photo policies for infants.

 

 

Photo Basics
  1. Submit a color photo, taken in last 6 months
  2. Use a clear image of your face. Do not use filters commonly used on social media.
  3. Have someone else take your photo. No selfies.
  4. Take off your eyeglasses for your photo.
  5. Use a plain white or off-white background

1000s of visa photos from PI are submitted every year

No.   She will have to tell the person taking the passport photos that they have to be 2X2 with white background to meet U.S. requirements.   Most shops know to do this if you tell them it is for U.S. visa requirements.
