If the embassy or NVC mails anything to your fiancé, which is the address that he or she would give, with  confidence that the post office will deliver correctly? 

 

that's  the one  I would use. If both work, use the first one that gives the district too.

I totally agree with this. As long as it works, more information cannot be a bad thing. The first one is the style that we used on our application.

That should work.  Also, don't freak out over the address on the I-129f too much.  Once your packet is approved and sent to the consulate by the NVC, you can email/call the consulate and update your email addresses/address to ensure they have the correct one.  Also, the address they mail your approved passport/visa is the address you put on the DS-160 later in the process, not the I-129f address.
