(the old term used to be case complete because the email from the NVC specifically stated, your case is complete at the NVC and is in line for an interview...)

 

P3 - packet 3 - not used by IR1/CR1.  It's the packet of items or checklist from the consulate or embassy or NVC requesting your documents.  NVC no longer sends a request for documents, however some embassies and consulates still do this for K1.

P4 - Packet 4 - Also known as IL or interview letter.  It's the letter from the NVC or consulate or embassy stating when your interview is (or that you can go ahead and schedule an interview in the case of K1)

It the spousal visa.  Yes i know, thats why i don't really like the term and prefer CC.
