No it has been put on hold until the medical exam

If you do you start over by filing the I-130, adjudication and then awaiting CDJ interview times.   This is currently taking almost 2 years.   He will have to pass new medical and will probably be stuck there for 6 to 12 months.

Yes it's very confusing. I sent the consulate an email, I'm waiting for a response to see what they say. Does anyone know how long they take to respond?

Each case is different and each embassy is different. So if you were to guess you might be closer then anyone else who thinks they know. So, your question is an impossible question to answer because no one can say with any certainty when it will be approved.
