USCIS ELIS automation of the N-400

Timeline

Came across 2017 IG report on USCIS ELIS automation of the N-400. Surprised too see how complicated the system.

 

For mail in application does USCIS scan/OCR the application into their system ?

Does anyone know if ELIS is connected to NVC/CEAC ?  Why does NVC takes 6 weeks to process the application received from USCIS ?

USCIS physically sends documents in batches to the National Visa Center in Portsmouth, New Hampshire.
