I can't remember where I read it. Probably on the USCIS website. It was a list of possible reasons why someone my port their I485. I will do the research if and when selected. Thanks again

So you can transfer, as long as DV priority date is current.

There are indeed requirements to be met if you refer to the policy manual chapter geowrian linked, I always prefer official policy guidance as legal websites can be Incomplete and even sometimes just mistaken.

Just a small update on the topic. I'm DV2020 and despite the wrong country of chargeability (same region) I succesfully received my visa. The officer asked me about it at the interview, so I honestly said that it was a mistake. Good luck for everyone in the same situation!
