no ..you need to have approval of i 130 and a complete case in ceac before they give you an il.

For future readers who may be looking for info - i presume the grandmother being talked about is a USC? Did you apply for expedite on humanitarian grounds? How long did the process take?

My request was sent to our consular. They are the one who approved my request. Interview on july 22 🙏🙏🙏 it me 2 weeks to wait from the day i sent the email
