The time taken is calculated from priority date. I would love you to clear up with your uncle why such a difference from your filing date. From priority date to when current is obviously normal as everyone else in your country and category by definition is taking the same time.

 

As to “why” it takes so long - The overall category is limited by number  per year and each country has a quota in terms of overall % of immigrants per year.  The latter issue applies to India given its high number of immigrants, which is why the wait is longer than most countries (but not as long as Mexico or Philippines).

Again, a critical question inasmuch as it may make the filing date OP uses for CSPA wrong.
