My stepson lives in Ukraine and needs power of attorney to act on behalf of my wife/his mother, who lives in America. It is my understanding my stepson needs to go to a lawyer in Kharkiv to prepare the documents, send them to us where my wife signs, notarize/apostille stamp and sends back to him. Is this correct? Is there a more efficient way to go about it? Perhaps a Ukrainian firm that specializes in this? Thanks for any guidance.

Incorrect. The mother goes to the Ukrainian consulate in the US and does that there. Apostile is not needed of course

That's correct. Only POA, done by the Embassy, will be recognized in Ukraine.

We had it done, few months ago.

You should have a printed sample of your POA. Also, they really appreciate if you bring a USB flash drive device with the document saved there, so  they wouldn't have to re-type it again to print it on the Embassy blank.

Your wife will need her son's INN number, passport info, address. Same for her I believe.

All info you can find here - about Embassy fees, list of documents and so on. Including what Embassy to go - it depends on the State you live in.

Almost all POAs have to be registered in Ukraine. So, you should keep this in mind and make sure the Embassy gave you the Certificate for entering your POA into the Register, once the document is in Ukraine.  It can be done by any Notary.

Good luck!
