Driving into Canada the Philippine passport and green card are all that are needed.   (which is what we did)

Yup; that's true in the majority of cases. But sometimes the system requests supporting documents:

Correct.   

 

Mary flew into Canada last month and it took a little more than a day to get the eTA.  She had a previous visa in her old passport.    I flew back with her and she got to use her Global Entry with saved a very long line.

There is one here in San Francisco (A 4 hour drive from Reno). http://www.philippinessanfrancisco.org/news/5057/66/PASSPORT/ You can get it there.

Moofy lives in Bellingham, WA, not Reno, NV. Vancouver, BC is an 80 minute drive from Bellingham. San Francisco is a 15 hour drive (if they don't stop along the way) from Bellingham.

Oh sorry, I was visiting it if local office. Then yes Vancouver is a much better option.
