hello my daughter is going to be born in June.  I'm going for the birth but i'm coming back to the US end of June.  I'm signing the birth papers at the hospital in the PH.  My fiance is going to mail me a copy of the birth certificate to the US and I'm going to do the paperwork here.  my question is can I actually do the paperwork in the US and also will they need a DNA test?  if they do need a DNA test can I get tested in the US and my daughter get tested in the PH or do I have to go back to the PH to get tested?

A little bit confusing. 

Yes you can do the paperwork in the US and send all doc to your fiancée. DNA test will most likely be required. I don’t think the DNA testing can be done in advance, but you can always try and ask the embassy. Ie. They have specific testing places.

The paperwork is filed at the embassy 

 

If I am not mistaken,  DNA testing can be done at any qualified clinic.

yeah im sorry.  i'm a US citizen and my daughter will be born in metro manila in the Phillipiness.  i'll be back in ther US when the birth certificate comes in the mail.  so I was wondering if I could just go to the Social security office here in the US to get US citizenship for the baby or would I have to mail the information back to my fiance in the PH or i can do it all in the US

No, SSA doesn’t get you US citizenship. And they certainly won’t just get you a SSN when you show up with a foreign birth certificate and no proof of baby’s US citizenship. 

 

You have to file CRBA at the US embassy Manila.

The name of the report is Consular Report of Birth Abroad.  No such thing as a consular inside the USA.  The USEM website has the process described on the website
