Roxan had a problem with her PSA birth certificate. Something about the name being jumbled together or something. She didn't even tell me about it but she had her original LCR birth certificate from 1987 with her at the interview. I asked her about it and she said it was a known problem for her and she always brings her LCR with her to any type of official thing as back up. Clever girl. They gave her original BC back inside the plastic package her visa came in but outside the Magic Yellow Folder)). 

Not a newbie but lost my old info years ago) I have been through this process before --all the way through naturalization-- This site has always been a great help to me.

sometimes in Philippines you need to have a back up plan.

Not really.  The embassy started doing this some months back as SOP ... nothing to get excited or worried about.
