From my experience, I have a UK police certificate for my interview in Bogota, no apostille requested. So I would say no apostille needed.

Addition to previous post: If you are a Costa Rica citizen living in Costa Rica no need apostille either. However check the embassy instructions, all embassies might have different procedures.

Apparently you don't, but when my husband went for his police certificate, they recommended he get it apostilled for international use.  It cost us like 500 CRC, super cheap, and also was right near where you pick up the police certificate.
