Good day, my husband who filed application I-130 in March 2018 as a permanent resident, was naturalized in December 2018, so he called USCIS and updated the petition however he previously only received a receipt notice of the I-130 from USCIS and have not yet received a notice of approval. How long will it take to know whether the I-130 was approved by USCIS?

Check https://egov.uscis.gov/processing-times/ for current processing times. If the SC that's processing your I-130 is outside your processing time, you can request an inquiry. I-130 takes about 1-1,5-2 years right now from filing to visa (high fraud countries might take a little more work, but I'm not sure about that)
