Simple google search gets you this:

https://ph.usembassy.gov/visas/

Consular Communications Group

For Immigrant Visa case-specific inquiries and K visas IVManilaReplies@state.gov
For Nonimmigrant Visa inquiries (other than K visas) – CONSManilaNIV@state.gov
For Seafarer concerns – MNLNIVSEA@state.gov
To report U.S. passport and visa fraud- FPMManila@state.gov

We try to respond to most inquiries and to answer most letters within 5 to 7 days. However, complicated cases requiring research or thorough review may require two weeks or longer.

If there is hard evidence of illegal activity, you can contact them via phone or email.

General: support-philippines@ustraveldocs.com

Immigrant & K class visas: IVManilaReplies@state.gov

Phone:  (632) 976-8500, (632) 976-8501 or (632) 976-8502 Monday through Friday, from 8:00 a.m. to 8:00 p.m. (Manila time), except on Philippine and U.S. holidays. Callers in the U.S should call (703) 520-2235, from 7:00 p.m. to 7:00 a.m. (Eastern Standard Time).

NOTE: Do NOT take reporting something lightly. Be sure your claims are verified, not hearsay or circumstantial. Based on your timeline, I'm assuming this is not your case as you already completed the K-1 process are in the AOS process now.

No idea if they will take it seriously or any sort of timeline.

If this is for an immigrant or K class visa, the petitioner can contact the embassy and USCIS to request withdrawal of the petition and end the process.

Embassy watches very closely for false documents - this is the main reason the Philippines is listed as a high risk country.    They will take any fraud report serious.
