My son has his visa issued, he plans to move over in January. My Question is - Can he pop over for a week in november under ESTA?

No.  His first entry into the US will be via his issued visa.

No ESTA once he has a visa.

Fly over in November, come for a week, Immigrate at POE. then return back to UK to tidy up loose ends and return in Jan/Feb. Will this work?

Yes, it will work.  Once he has the I-551 stamp in his passport at POE, he can immediately exit and return a few months later.

If it's an immigrant visa, then he is a permanent resident at entry. He can leave and come back as a permanent resident. He won't have the greencard in a week to re-enter with,  but he will have a stamp in his passport (I-551) that serves the same purpose.  Forget ESTA. Come back traveling as a permanent resident of the US (greencard holder).

Adil entered on IR1 Chicago / no I 551 stamp 

it is stamped with date and IR1 writen below on a line
