It is not a passport number. Travel document is a type of passport, but the one that mentioned there is not your passport number.

Quote from wiki "However, the term is sometimes used only for those documents which do not bear proof of nationality, such as a refugee travel document."

Most people don't have it, especially if they have a passport. you can leave the blank.

your I-94 number is a whole different thing, which should have another blank spot to fill. it can be found https://i94.cbp.dhs.gov/I94/#/home

You don't have to fill this information if you are not in the U.S at the moment of filing.

Also a more important note: If you are the U.S citizen then you have no place to fill I-94 so the questions is; are you the petitioner (U.S citizen) or the beneficiary (foreign fiance)? It is important to know whose information you are filling.

I'm the beneficiary but I'm currently visiting the US and the petitioner and I are filling out the i-129f together. So it sounds like I can just leave it blank seeing as how I don't have anything like a refugee travel document?

The most common travel document is a passport. But in this case the travel document is not your passport since here they ask for passport number in a separate question, they are asking specifically about non-passport travel documents (for example: Refugee Travel Documents, etc).

For travel document: yes leave it blank

for i94: you can check your number and other information online, also print it out and add to your file as you are in US at the time of filing

good luck :)
