I am filling out my I-864 and it asks for supporting evidence on why I didn't file taxes in 2016 and 2015. What would be considered as valid evidence

Why you didn't file tax? We need to know the reason why before others can advise what supporting should be attached.

If you didn't file because your income was under the filing threshold, simply write a letter stating this.

Otherwise you have to file now.

I didn't work in 2015 nor 2016

Like I said, write a letter saying you were unemployed therefore your income was under the filing threshold for those years.

You need to prove you were unemployed and, as another member suggested, write a letter (maybe a sworn affidavit/notarized letter) stating the fact of unemployment for 2015 and 2016.
