She has immigrant intent and a USA fiance. She will not get the tourist VISA from the Manila consulate. It will be a total waste of time and money. But as others have said, it won't hurt the K1 VISA, so go ahead  if you think you are different from everyone else who has tried this.

 

If you live near Canada, she could get  her amCanadian tourist visa and visit her often while waiting for the K1 VISA.  That is what I did with my fiancee.

For those of you thinking about applying for a tourist Visa with a pending K1....we heard the same thing from our immigration lawyer and an ex-CDMX consul we got interview advice from. My fiancé can't stand paying for something and not using it, so since we already paid for the appointment, she just used those 2 days in CDMX as a mini vacation. And then to our great surprise, they approved a 10 year tourist visa for her.

 

So it can happen, it's just not likely in most situations.
