She has immigrant intent and a USA fiance. She will not get the tourist VISA from the Manila consulate. It will be a total waste of time and money. But as others have said, it won't hurt the K1 VISA, so go ahead  if you think you are different from everyone else who has tried this.

 

If you live near Canada, she could get  her amCanadian tourist visa and visit her often while waiting for the K1 VISA.  That is what I did with my fiancee.
