Thank you for the link.  I was able to find my father's info but under SSN it just says "Issued prior to 1951".  

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

 

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

Still you should be able to gather the necessary info, take it to SSA and get your father's SSN.     

 

Or ... don't both as there are lots of good banks out there .. USAA has no magic

We used to have a joint account thru BPI when we were living in the Philippines. She was a US Citizen and we weren't married but they didn't give us a hard time. That was back in 2010. BB&T used to have a remittance card (BB&T easy send). I think they discontinued it.
