When I asked same question to INS on the phone, she said I need to renew my green card first to be able to apply citizenship. is it because she supposed to said that anyway?

What part of the process are you at right now? Do you have a conditional green card? 10 year green card? If you have a conditional green card you need to apply to have the conditions removed first. But since the waiting times are so long you can file for citizenship once you are eligible even with the pending ROC.

If your Green card is expired you may be precluded from applying for federal benefits (which citizenship is)

 

Since your green card is expired then you must show that you have filed for a renewal and include the I-797 from the submitted I-90 with the N-400

Heiwa. Save your money. No need to renew your greencard. You do not lose your permenent residency just because your card expires. There are many people who applied successfully who did not renew greencard. Read the N400 instructions, it doesn't require you to have an unexpired greencard.

If your GC is the conditional one (2-year), then yes you have to file I751 to lift the condition.

If you GC is the permanent one (10 year), you may not have to renew and can use the expired 10-year card to apply for citizenship.

The physical Green card (10 yr.) is a bit like the passport. You passport can expire but citizenship doesn't. Same thing with Green card. The card can expire but your permanent residency doesn't just because the card expired. However, this will be an issue if you have to travel in or out of the country just like you can't travel with an expired passport.
