hi hello every one,i have a quick question about filing n400 my ROC still pending (march 2017 filer )  is filing N400 have a window time like ROC? been married for  4yrs.thank you very much.

Nope...just as long as you meet the minimum requirements you can file. You are not required to file in a particular window after the minimum...people have chosen to go 10 or 20+ years without applying to be a USC.

No, there is not.  You can file after you have been married 3 years to a USC.  In fact, if you never want to file for citizenship, you don't have to.  You just need to keep renewing your GC.

Considering the wait period, are we able to file early? (i.e. before the 3 years of marriage to a USC?) Or should the N400 arrive at the immigration office after the 3 year anniversary? Thank you.

You already wrote that you have been married  4 years...you can file at any time, now.  You can file while ROC is being processed to have both running concurrently.  However, your ROC has to be processed first.  When you file for your citizenship, and your ROC is still processing, you will get a bio-metrics appointment, AGAIN, that can be completed with ROC still moving at a snail's pace.  It doesn't mean anything will be pushed faster, but it gets the clock ticking on your N400.

The length of marriage isn't the key factor here, it's the length of being an LPR while also being married to a USC.

That said, since the OP filed for ROC in March 2017, they would currently at least be in the 90 day early filing window for naturalization as well.

You are able to submit your N-400 electronically or via snail mail 90 days prior to the 3 year mark from the date stamped on your GC.  This is the earliest you can file.  Be sure to count the days properly, as I have read if you file too early, they will return your file.
