Following-to-join for stepchild when husband arrived on CR-1

I am confused about the following-to-join process and am hoping someone can clear things up for me. Chain of events:

 

- Married my husband in 2015 when his son was 16 years old.

- I filed an I-130 to bring him (my husband) here, and his son was listed on the petition under "Information about your relative - list spouse and all children" section.

- Husband arrived on a CR-1 visa on the last day of February of last year (2017). He has been a Permanent Resident for almost a year now.

- Stepson had been living with birth mother in Mexico, but now is 19 and finished with high school, so we would like to bring him here to live with us (birth mother approves of this)

- Side note: son will turn 21 in September of 2019. 

 

Questions:

- Does my stepson still qualify for following-to-join benefits by me filing the I-824? I am a US citizen, I married his father when he was under 18, and his father has not become a US citizen, so I'm assuming this is still possible. I read some others mention a one-year limit but I see no information about that on the forms.

- If he does qualify, how long does this process take from date of filing to potential arrival in the US?

- If he does not qualify, what is the next fastest route to bringing him here?

EDIT: After further review of the guides here, now I'm completely confused and unsure if we are even eligible for follow-to-join. Maybe I just need to do an I-130? But he was included on the original petition, so... Oh, I don't know, but I need some help.

There’s no follow to join in IR/CR category. 

File I-130 for him as your stepson. Expect around 12-14 months until visa in hand.
