USCIS does seem to be trying to publicize actions against those who break immigration law. This came up in my newsfeed today, a conviction for someone attempting to naturalize based on a green card marriage. Will be deported after serving his sentence.

Finally a crack down on the rampant fraud and abuse that has been so widespread and rampant under obama . They are hiring record numbers of judges too and are not even tougher but just enforcing the basic rule of the LAW .

To me it would depend on if the USC that married the guy in the OP was actively doing this like the guy from the second article you posted.  The first story sounded more like the immigrant went looking for a young naïve woman to marry and stay, but of course we do not know the entire story.
