what if  his green card holder mother takes citizenship and petition PR for him , his spouse and kids..how long is it gonna take   

what if his us citizen sister files for them .which one could bring all of them to us the earliest

  Sibling petitions probably won't be around long enough,  the current wait is over 15 years.   For the mother it would be about 10 years after she petitions, again if the category survives that long

This will not be over quickly. You will not enjoy this.

If a US citizen parent files for him then it's faster (~1 year) but only he can be petitioned and not his spouse and/or children too. 

 

If a US citizen sibling filed for him then it's much longer (~15 years) but his spouse and children could come too. 

 

And as stated, there is no guarantee that the sibling category will still exist in 15 years.

how long will it takes to process the petition if his US CITIZEN stepfather applies  just for him
