Parents in law came here from China on a 10 year tourist visa.  Father in law left after 5.5 months. Applied for and got I-94 extension for mother in law, she will leave mid-March.

 

When can they come back without issues?

6 months to a year is best. Since they already used up the 6 months stay.

What was the basis of the Mothers extension?

 

Father give it a couple of years.

No such thing exists. You cannot be financially responsible (legally) for a visitor, nor can you guarantee she will go home. If she chooses to (over)stay, the most you can do is not provide support for her.

 

Anyway, back to the original question...nobody can say for sure as entry is at CBP's discretion. But in general you should spend at least as long outside the US as in it, with twice as long being preferable.

You definitely can't guarantee a person will return home. I read a thread where a guy's MIL refused to return home after visiting his wife for 6 months here. He attempted to get her on a flight and the MIL made such a scene at the airport that the airline refuse to board her.

Nice thing about being a Grandparent is that you get to give them back.

 

I have seen some weird things, this being granted would be up there with them.
